It does not have a file section. It does not have a main compartment with multiple slip pockets. It does not have a side zippered water bottle pocket. And the dimensions are 12x15.5x3.5 Inch as stated on the top, not 20 x 17 x 13 inches as stated in the details. Also, I doubt very much it ways 8 lbs (probably less).
